§ 91.052 FEES.
   In addition to all other fees required by law to be paid, the following fees shall be paid:
   (A)     Pet Registration. For the calendar year 2018, and all subsequent years thereafter, which shall commence on January 1 and end December 31:
      (1)   Each dog:
         (a)   Age six months or older, $20.
         (b)   Senior citizens 62 or older, $16, for their first dog; any additional dogs shall be $7.
      (2)   Each cat:
         (a)   Age six months or older, $10.
         (b)    Senior citizens 62 or older, $1, for their first; any additional cats shall be $3.
   (B)   Neutering a threat to health. Upon a statement from a licensed veterinarian setting forth that the neutering of the animal shall constitute a threat to the health of that animal, the payment of the permit fee for unaltered animal shall not be required but the animal shall be classified as an altered animal for purposes of permit registration and fees.
   (C)   Handicapped person. Any handicapped owner of a dog that is used for seeing or hearing purposes shall be exempt from a permit fee. Registration is still required at no cost.
   (D)   Senior citizen discount. Any cat or dog owner 62 years of age or older who owns an animal may receive his or her permit at a discounted fee as defined above.
   (E)   Waived fee. Any cat or dog owner may petition the City Council to waive his or her fee under this chapter.
