Any owner or harborer of a dog, cat, or other animal within the city limits shall be required to cause the animal to bear a tag, which tag shall clearly indicate who is the owner of the animal and shall clearly indicate the address of the owner of the animal. Cats may be microchipped instead of wearing a collar and tag, if wearing a collar poses a health threat.
