No person other than the Animal Control Officer may destroy any domestic animal within the city limits; provided, however, this provision shall not apply to the following:
(A) A licensed veterinarian.
(B) Those persons acting in immediate self-protection or immediate protection of others.
(C) City police officers or firefighters acting to prevent undue suffering.
