§ 91.038 LIABILITY INSURANCE; LIABILITY OF PARENTS OF MINOR CHILDREN.
   (A)   The owner or harborer of a dangerous animal shall present to the Mayor proof that the owner or harborer has procured liability insurance in the amount of at least $100,000 covering the 12-month period during which licensing is sought. This policy shall contain a provision requiring the city to be named as an additional insured for the sole purpose of the city to be notified by the insurance company of any cancellation, termination, or expiration of the policy.
   (B)   The parents or guardians of any minor child who is the owner or harborer of an animal shall be responsible for compliance with this chapter regarding the animal and shall be subject to all penalties for violation of this chapter which result from the actions or reactions of the minor child and/or the conduct and control of the animal, and shall be further liable for all injuries and property damage sustained by any person or domestic animal caused by an unprovoked attack by the animal.
