It shall be unlawful for the owner, driver or operator of any vehicle to park or stop the same, or to permit a vehicle to be parked or to stand at any time, during the period of any emergency, on any street, or side of street, or any portion of any street, which are declared to be emergency "no parking" areas. Said area shall be designated by the Mayor in an emergency executive order and then posted by the Police Department or other city department.
