For the purposes of this subchapter the following definition shall apply unless the context clearly indicates or requires a different meaning.
EMERGENCY. For the purposes of this subchapter, an "emergency" for the purpose of declaring an emergency "no parking" area, is a situation in which vehicular traffic is expected to be particularly hazardous or congested due to temporary circumstances, and during which period of time the parking of such vehicles could hinder, delay, and obstruct the safe flow of traffic or the proper cleaning, clearing or making safe of heavily traveled streets of the city.
