(A) It shall be the duty of the police officers of the city to report:
(1) The state license number of any vehicle violating the provisions of this chapter.
(2) The time during which such vehicle is parked in violation of any provision of this chapter.
(3) Other facts or knowledge which is necessary to a thorough understanding of the circumstances attending such violation.
(B) Each police officer shall also attach to such vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of a provision of this chapter and instructing the owner or operator to report to the City Court on the date specified in the notice in regard to such violation.
