§ 30.03 DISTRICT BOUNDARIES; INCLUSION OF TERRITORIES.
   (A)   The city shall be divided into districts for the purpose of conducting the election of the Council members which shall be identical to the precincts set out in Sections 1, 2 and 3 of Ord. 93-14 of the Randolph County Board of Commissioners, a copy of which is attached to Ord. 2012-13, passed 12-17-2012.
      (1)   District One. That part of the city which is east of the centerline of Main Street and north of the centerline of Washington Street, except for that portion of the city which is north of the centerline of 4th Street.
      (2)   District Two. That part of the city which is north of a line running from South Main Street west along the centerline of Franklin Street to the intersection of Franklin and Washington Streets then west along the centerline of Washington Street to the corporation limits, and west of a line running from West Washington Street north along the centerline of Main Street to the corporation limits, and also that part of the city north of a line running from North Main Street east along the centerline of 4th Street to Walnut Street.
      (3)   District Three. That part of the city west of the centerline of South Main Street and south of the centerline of East Franklin Street running west from Main Street to Washington Street and south of the centerline of Washington Street from the intersection of Franklin and Washington Street west to the corporation limits.
      (4)   District Four. That part of the city which is south of the centerline of East Washington Street and east of the centerline of South Main Street.
   (B)   If any part of the city is not included in one of the districts established by this subchapter, that territory is included within the district that:
      (1)   Is contiguous to that territory; and
      (2)   Contains the smallest population of all districts contiguous to that territory.
   (C)   If any part of the city is included in more than one of the districts established by this subchapter, that territory is included within the district that:
      (1)   Is one of the districts in which the territory is described in this subchapter;
      (2)   Contains the least population of all districts contiguous to that territory; and
      (3)   Contains the smallest population (as “population” is defined in I.C. 1-1-4-5).
