If a person or entity is delinquent by more than 60 days in their sewer bill then the City of Winchester may request that the Indiana-American Water Company, Inc. terminate the water service to the property that is delinquent in its sewer bill. The person or entity that is delinquent in its sewer bill shall pay any reconnection fee charged to the city by Indiana-American Water Company, Inc. prior to the water being reconnected; the initial fee shall be $65. The Board of Works of the city shall enforce and set any policy it deems appropriate to administer the disconnection of properties from the sewer due to delinquencies in the payment of a property's sewer bills. All funds generated shall be deposited in the Sewage Fund.
