§ 51.101 SEWER ABATEMENT.
   The City Council of the City of Winchester, Indiana, that at the time a person or entity applies for an abatement of their sewer bill the applicant shall pay a $120 fee to the City Clerk-Treasurer and shall be advised of the date, time and place of the next meeting of the Winchester Board of Public Works and Safety at which said person or entity shall appear to present their case for abatement. If the request for abatement is approved by the Board of Public Works and Safety, the abatement period shall be limited to not more than a six month abatement of charges related to service for sewage only. The application fee shall be used to defray the costs for the City of Winchester to consider the application, inspect the real estate, if necessary, and administer the sewer abatement program. All funds generated shall be deposited in the sewage fund. Should, for whatever reason, an application for abatement hereunder be denied, $100 of the $120 fee shall be refunded to the applicant by the City Clerk-Treasurer and charged against the sewage fund.
