§ 39.02 IMPLEMENTATION OF CITY SERVICES FOR ANNEXED AREAS.
   The cost estimates of planned services to be furnished to the territory to be annexed are as follows:
   (A)   Fire protection. There will be no immediate cost to furnish fire protection service to the annexed territory. There is currently sufficient equipment and manpower to service the area and service shall be provided upon effective date of the annexation ordinance. There are fire hydrants in the same proximity as other areas within the city limits that are not serviced by United Water Company.
   (B)   Police protection. There will be no immediate cost to furnish police protection services to the annexed territory. There is currently sufficient equipment and manpower to service the area and service shall be provided upon effective date of the annexation.
   (C)   Trash removal. The annexed territory is currently receiving trash removal services under the city's contract and this service will continue.
   (D)   Street Department. The cost to provide street repairs, snow removal and road maintenance to the annexed territory would be allocated out of the current budget. Street repairs, maintenance and repaving would be included in the city's overall plan for street maintenance and repaving based on the streets condition.
   (E)   Sewer facilities and stormwater drainage facilities. Sewage lines shall be extended into the annexed territory from the existing lines on Walnut Street in the Cheney and Watson's Beech Grove Addition to the City of Winchester and shall run parallel along Beech Street a distance of approximately 500 feet for a cost of approximately $18,000 - $20,000 which will be financed by additional revenues to be raised through annexation.
   (F)   Street lights. Upon the effective date of the annexation, the electric service provider shall be contacted to install city street lights in the annexed territory similar to those provided in other residential neighborhoods.
