(A) The term
DEPARTMENT means Wilmore Police Department (WPD).
(B) This section is to establish an Auxiliary Division of the city’s Police Department. The Chief of Police shall be responsible for implementing and maintaining this Division.
(C) As of the date this section is enacted, the Auxiliary Division is authorized for one position. It will be monitored for a one-year probationary period. At that time, the Auxiliary Division will be authorized for up to three positions if the Mayor and City Council agree to the continuation.
(D) The auxiliary officers will work on a volunteer basis between ten to 12 hours weekly at times that are mutually convenient for both the auxiliary officers and the Department.
(E) The officer will supply all the equipment necessary for the performance of the duties as a peace officer. The only exception will be the badge which will be supplied by the WPD. All other expenses that are incurred will be the responsibility of the applicant/recruit/officer. The only exception will be the cost of the psychological evaluation and physical examination which will be paid by the city.
(F) If there is any variation of the above expenses, the Chief of Police must submit the request to the Mayor for his or her approval. A copy of the variation shall be kept in the officer’s personnel file.
(G) The city will cover the insurance liability for this officer or officers.
(H) The applicant must attend and pass the Police Academy at the Department of Criminal Justice Training (DCOT) or pass the test offered by the Department of Criminal Justice if the applicant has prior law enforcement background. The auxiliary officer must also attend and pass the yearly 40 hours of training offered by DCOT. The city will not reimburse the applicant for anything while at the Police Academy.
(I) The applicant must agree to remain and satisfy the volunteer hours agreement for one year following the graduation date from the Police Academy.
(J) The applicant shall be sworn in, only after successfully completing the Police Academy training.
(K) Members of the Auxiliary Police Division shall have full police powers while working with or in conjunction with a full-time or part-time officer of the Department.
(L) The auxiliary status will remain in effect for each officer, unless an emergency situation arises. The Chief of Police can assign an auxiliary officer to part-time status. This part-time status will remain in effect until the emergency situation subsides.
(M) An
EMERGENCY SITUATION is a situation where the Department feels it necessary to have the officer assigned to work more than 12 hours per week. This is not intended to create an emergency situation when the hours extend beyond 12 hours. The part-time status would only be invoked when it is deemed appropriate by the Chief of Police. An emergency may be a manpower shortage for any number of reasons. Each such occurrence shall be documented and filed in the officer’s personnel file.
(N) Auxiliary officers are required to be armed when on on-duty status. When off-duty and in the city, unless engaged in activities such as exercising or sports involvement, auxiliary officers are required to be armed with a departmental approved weapon(s).
(O) The appointment of each officer shall be made by the Mayor upon the recommendation of the Chief of Police.
(P) Each person must receive a new appointment on a yearly basis following the same appointment procedure. The appointment date is the date of swearing in as a police officer.
