Any person or entity applying for a building permit, which satisfies the following criteria, shall not be required to pay the fee:
(A) An alteration which does not increase the floor area of a structure;
(B) An addition to a single-family residential dwelling unit which does not constitute the addition of a new residential unit(s); or
(C) The repair or replacement of an existing residential unit(s).
