§ 31.15 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CAPITAL IMPROVEMENT PROGRAM. The public facilities which are currently identified by category in the city’s capital improvement program (CIP), which is updated annually. This list of public facilities may be added to or deleted from the CIP, but the City Council directs that this fee shall be used for public facilities in these categories: government and public safety facilities; essential infrastructure and related facilities; and cultural and recreation facilities.
   COSTS OF PUBLIC FACILITIES. Any costs related to acquisition, construction, repair and financing of public facilities and equipment funded through the city’s capital improvement program, but does not include costs of routine maintenance.
   CULTURAL AND RECREATION FACILITIES. Any libraries, auditoriums, concert halls, parks, playgrounds, ballfields, gymnasiums, recreation play areas, community centers, aquatic centers and similar facilities located in the city.
   ESSENTIAL INFRASTRUCTURE. Any facilities for the storage, treatment and distribution of potable water; facilities for the collection, treatment, reclamation and disposal of sewage; facilities for the collection and disposal of storm waters and for flood-control purposes; facilities for the generation of electricity and the distribution of gas and electricity; transportation and transit facilities, including, but not limited: to streets and supporting improvements, roads, overpasses, bridges and related facilities; and/or any other capital projects identified in the county/city comprehensive plan which are not related facilities, cultural and recreation facilities, government facilities or public safety facilities.
   GOVERNMENT FACILITIES. City Hall, city garage and equipment yard, city offices and city parking areas and similar facilities in or through which the city conducts general city operations.
   GROWTH. Construction of a residential unit(s) on a vacant lot, tract or piece of property or the removal and replacement of a structure resulting in an increase of residential units.
   PUBLIC FACILITIES. Government and public safety facilities, essential infrastructure and related facilities and cultural and recreation facilities.
   PUBLIC SAFETY FACILITIES. Any capital improvements or equipment related to city police and fire operations.
   RELATED FACILITIES. Any major landscaping, fountains, monuments, signs and similar facilities and activities of general benefit to the city.
   RESIDENTIAL UNIT. A combination of kitchen, bath, bedroom and living areas designed and intended to be used as a separate living facility for families or individuals. Units may be single-family or grouped.
