It shall be required of all new residences or buildings constructed within the corporate limits of the city after the enactment of this section to place thereon the numerical street number for said residence or building in a form or fashion that is clearly visible and readable by the motoring public from the roadway upon which the building sits. This numerical house number shall be placed thereon prior to the occupancy of the building or residence in any form or fashion.
