(A) Regardless of which utility jurisdiction that street lights are installed in, the developer shall pay the city for each unit installed.
(B) The developer may pay the city in either of the following methods:
(1) The city may be paid in advance for all installation costs at a rate per unit to be determined when the County/City Joint Planning Commission approves the final subdivision plat for the development; or
(2) Payment may be deferred until street lighting installation is required and authorized by the city at a later date. If the developer selects this method, installation costs at a rate per unit will be determined when the street lights are authorized by the city.
(C) A unit consists of a pole, concrete supporting base, anchor bolts, luminaire complete with lamp and photo electric control, bracket, an arm for supporting the luminaires and all wire and labor to install the unit.

(D) The rate per unit will be determined according to utility jurisdiction and in the following manner. The rate per unit will be determined by the city based upon actual costs per unit figures for labor and material submitted to the city.
