§ 151.16 MINIMUM STANDARDS.
(A)   Where the installations are for the sole purpose of street lighting, poles shall be aluminum composition of sufficient height to provide a 25-foot mounting height of the luminaire. Wood poles whose primary purpose is for other utility distribution (electric, telephone and the like) may have street lighting arms, brackets and luminaires mounted on them as a secondary use only. However, prior approval from the Public Works Director shall be required before any street lighting will be allowed to be mounted to these wood poles.
(B)   Poles may be either concrete base mounted or direct burial if located on either a local or collector street. Poles located on an arterial street shall be concrete base mounted only.
(C)   The city shall accept only two styles of light fixtures for public financial responsibility and maintenance. Styles accepted by the city are the colonial post top and cobra head. All other styles must receive prior specific written approval from the city.
(D)   The type of luminaire to be used shall be based on the classification of the street on which a street light is located.
   (1)   Local streets. Streets that are classified as local streets shall use 100 watt (9,500 lumens) high-pressure sodium vapor luminaires.
   (2)   Collector streets. Streets that are classified as collector streets shall use either 100-watt (9,500 lumens) or 230-watt (22,000 lumens) high-pressure sodium vapor luminaires as determined by the Public Works Director. The determination will be based on the amount of traffic or hazardous conditions that may exist and the amount of residential development at that location. If a 230-watt luminaire is required, the developer will be duly notified.
   (3)   Arterial streets. Streets that are classified as arterial streets shall use 230-watt (22,000 lumens) high-pressure sodium vapor luminaires or larger as determined by the Public Works Director.
(E)   Street classification is to be determined according to the standards and diagrams contained in the County/City Joint Planning Commission’s subdivision regulations and comprehensive plan.
(F)   The arms for supporting the luminaires shall be six feet for the 100 watts and six feet for the 230 watts.

(G)   All light fixtures shall be spaced at intervals of 200 to 250 feet. The specific spacing for a particular installation shall be determined by the anticipated coverage of the particular fixture and lumen level. This spacing may only be varied only with approval of the city and Kentucky Utilities. Different spacing may be required by Kentucky Utilities or the city in the event circumstances exist which render the standard spacing inappropriate.
(H)   Specifications for the poles, construction of the concrete base, luminaires and supporting arms are attached to and made a part of this chapter and copies of the specifications will be maintained in the City Clerk’s office.
(I)   Any exceptions to these minimum standards must be approved by the City Council.
