The city hereby grants unto the Wilmore Utilities System, any and all general and sub-contractors, their employees and servants, employed or contracted with or by said city for up-grading, enlarging or in any manner improving the water treatment facilities, storage or delivery systems located in said city, any and all architectural firms or companies, and any other person, company, corporation, institution or body engaging in any way in the improvement of said water treatment, storage or delivery facilities, the free and unrestricted use and easement to all city roads, streets, alleyways and any other property which may be needed in order to construct, repair, improve, change, enlarge or upgrade the water treatment, delivery and storage systems of said city.
