§ 30.18 GENERAL GOVERNMENT.
   (A)   The commonwealth’s statutes provide for the government and officials of a fifth class city. The Mayor is elected for a four-year term and six Council members are elected for a two-year term.
   (B)   Governmental authority for the city shall be vested in the Mayor and Council members, who shall be duly elected, appointed and legally qualified to serve under the laws of the commonwealth relating to the government of cities of this class.
   (C)   The quorum for the transaction of official business for the city shall be four duly qualified Council members.
   (D)   In all business and legal matters not specifically provided for by vote of the Council, the Mayor shall be the official business agent of the city and shall be its duly constituted agent in all legal and business matters; except that, in cases requiring specific action by the Council, he or she shall not act or serve without vote and legal approval of the Council.
   (E)   Special meetings of the Council may be called by the Mayor or by majority of the Council at any time deemed expedient and necessary.
