It shall be unlawful for any person or persons to shoot or discharge firearms within said city, except for necessary for protection of persons or property, unless a permit is obtained from the City Council; which permit may allow shooting for certain purposes with designated limits or on prescribed occasions; which permit shall be in writing and signed by the Mayor of the Council and attested by the Clerk of the same.
