(A) General.
(1) (a) The city, through its City Council, Mayor and Chief of Police, shall work together to adopt and periodically revise a list of streets and portions of streets in the city that will be limited, in whole or in part, to two-hour parking.
(b) Upon the creation of this list of streets or portions of streets, the Chief of Police of the city shall cause to be posted appropriate signs so as to give notice to the motoring public as to which portions of said streets are limited to two hours in parking.
(c) The Chief of Police of the city shall instruct his or her officers to take all reasonable steps to ensure that the two-hour time limitation is adhered to by the motoring public so that no operator of any motor vehicle shall permit same to remain in these parking spaces for more than a two-hour time period.
(2) (a) It shall be unlawful for any operator of a motor vehicle to park a motor vehicle in such a fashion as to have the driver’s side of the vehicle next to the curb. It is the intention of this division (A)(2) to prohibit any person from parking or allowing a car to stand, whether or not in a designated parking space, in such a fashion as to require the driver to cross the oncoming lane of the roadway for the purposes of either gaining access to the parking location or removing the vehicle therefrom.
(b) Violators of this division (A)(2) shall be subject to a citation from the city’s Police Department, which will result in a fine of $10.
