(A) General.
(1) The maximum speed at which an automobile, motorcycle or motor truck of any description may be driven through the streets of the city shall not exceed 25 mph.
(2) Any person or persons violating the provisions of this division (A) shall, upon conviction thereof, be fined not less than $5, nor more than $100, for each offense.
