The conservation of water and energy shall be encouraged by the Utilities Director. In establishing discharge restrictions for industrial users, the Utilities Director shall consider already implemented or planned conservation steps revealed by the Class III user. At the Utilities Director’s request, each industrial user will provide pertinent information showing that the quantities of substances or pollutants have not been, nor will be, increased as a result of the conservation steps. After such a showing is deemed satisfactory, the Utilities Director shall adjust the discharge restrictions, which have been asked on concentrations, to reflect the conservations steps.
