(A) Wastewater service charge. Charges and fees for the use of the public wastewater facilities shall be based upon the city’s current wastewater rate ordinance.
(B) Determination of system use.
(1) The use of the city’s wastewater facilities shall be based on actual measurement and analysis of each user’s water usage, in accordance with provisions of §§ 52.101 and 52.102 of this chapter, to the extent such measurement and analysis are considered by the Utilities Director to be feasible and cost effective.
(2) Where measurement and analysis are not considered feasible, each user’s use of the facilities shall be determined by the quantity of water used, whether purchased from a public water utility or obtained from a private source.
