During the effective period of any water supply shortage as provided for in §§ 51.47 through 51.49 of this chapter, the Utilities Director is empowered to promulgate such regulations as may be necessary to carry out the provisions of this subchapter, any water supply shortage resolution or water shortage rate ordinance. Such regulations shall be subject to the approval of the City Council at its next regular or emergency meeting.
