(A) The city will not install water service to any property, after the installation of the original water services on the Southeast Water Line Extension, for any property located along this line, which property lies within the federal floodplain.
(B) There shall be no water taps allowed in the floodplain area of the High Bridge Water Project other than those that are allowed for existing residences and businesses which are constructed as of the date of this section.
