§ 50.20 DEPOSITS, FEES AND CHARGES.
   (A)   There shall be a deposit required of each applicant for water, sewer and/or solid waste services in the city. This fee shall be $150 per applicant. These deposits shall be refunded upon termination of service and upon payment of all just charges for water, sewer and solid waste service to the city. In the event a just charge remains unpaid at the termination of water, sewer and/or solid waste service, the city shall deduct said charge from the deposit and return only the balance, if any. The full current cost of a new solid waste roll-off cart will be deducted from the deposit if the cart does not remain at the service address.
   (B)   Deposits are not required for service to property belonging to the institutions (e.g., Asbury University, Asbury Theological Seminary, Jessamine County Schools, Wesley Village, Thomson-Hood Veterans Center) as long as the burden for payment rests completely upon the institution.
   (C)   Any customer of the city’s utilities system who has had continuous, uninterrupted service for a period of at least five years with no delinquencies will have the deposit refunded in its entirety. Any customer who moves within the city service area will not be required to pay a new deposit if their previous deposit has been refunded.
   (D)   If the city cuts off service to any customer for any reason and if said customer does not have a service deposit on account with the city, the customer must pay a deposit to the city prior to restoring service.
   (E)   A fee of $35 will be assessed for checks returned for insufficient funds (ISF).
   (F)   The reconnection fee for water service disconnected for non-payment or ISF is $25.
   (G)   Payment in full of the delinquent balance and payment of the reconnection fee must be received at City Hall during normal business hours (8:00 a.m. to 4:30 p.m., Monday through Friday) before water service will be restored. Water service will not be restored after 4:30 p.m. if the cutoff is for non-payment or ISF. Under unusual circumstances (e.g., health or medical necessity), exceptions can be granted by the Utilities Clerk or the Utilities Director and so reported to the Mayor.
