§ 50.02 WATER AND SEWER SERVICE CONNECTIONS.
   (A)   All water and sewer service connections shall be made at the nearest water or sewer main adjacent to the property line of the user and the water meter or sewer connection shall be placed at this point on the property line of the user.
   (B)   If no water or sewer main is relatively close as determined by the city, the city shall determine the most effective route and obtain the proper easements therefor.
   (C)   In the event any existing line in the sewage collection or water distribution system needs upgrading in order to provide better customer service, the city, in its discretion, shall determine the best feasible way to provide better service.
   (D)   In the event the city is requested to provide better service on the property of the user, the user shall bear the cost of any line, labor and materials that is used on his or her property. Upon request of the user, the city shall estimate the above stated costs to be borne by the user before any improvement is started.
   (E)   The tap fee, as amended, shall be applicable to any new service.
