Hereafter, all corporations, companies and associations not incorporated under the laws of the State of Illinois, and which are engaged in the Village in effecting fire insurance, shall pay to the Village Treasurer for the use and benefit of the Fire Department, a sum equal in amount to two percent (2%) of the gross receipts received by the agency of any such company, corporation or association in the Village; said moneys, when collected and paid in to the Treasurer shall be put in a separate fund to be known as the "Fire Department Fund" and to be expended for the maintenance, use and benefit of the Fire Department of the Village.
