(a) No person having charge or control of any dog in the City, whether licensed or unlicensed, shall permit it to run at large in any street or upon any private property not owned, leased or in the possession of such person having charge or control of the dog. Any police officer or dog warden is authorized to enter upon private property to capture any such dog running at large in violation of this section.
(b) Whoever violates this section is guilty of a minor misdemeanor.
