No motor transportation company or private motor carrier, as defined in Ohio R.C. 4921.04 shall operate any motor vehicle upon the roads, streets or highways in this Municipality, without carrying a log book, safety equipment and complying with all other rules and regulations as prescribed by the Public Utilities Commission of Ohio.
