No motor transportation company or private motor carrier shall operate any motor vehicle for the transportation of persons or property, or both, for hire on any road, street or highway in this Municipality without carrying thereon an annual tax card or an emergency tax receipt card or a reciprocity tax decal, as required under any administration order of the Public Utilities Commission of Ohio, as authorized and provided under the terms and provisions of Ohio R.C. 4921.18 and 4923.11.
