331.46 PARKING AND BACKING WITHIN RIGHT OF WAY.
   (a)   No person shall park a vehicle within the right of way of any roadway unless:
      (1)   The right of way upon which the vehicle is parked is located in a district zoned residential by the Zoning Code of the City and does not abut a State Route or a United States Route; or
      (2)   Such vehicle is used primarily for display purposes, is parked no closer than fifteen feet from the roadway, and is parked without gaining access to the right of way by traveling upon the roadway; or
      (3)   Such vehicle is parked no closer than twenty feet from the roadway and, in no way interferes with, encroaches upon or obstructs the use of the traveled or improved portion of a roadway; the parking area used by such vehicle shall be of such size that the vehicle can enter the traveled roadway without backing onto the roadway.
 
   (b)   No person shall back a vehicle onto a roadway.
 
   (c)   Nothing in this section shall be deemed to prohibit the backing of a vehicle from a private driveway if such driveway is located within a district zoned residential by the Zoning Code of the City, and such driveway does not intersect a State Route or a United States Route.
 
   (d)   Whoever violates this section is guilty of a minor misdemeanor.
