(a) A copy of this chapter enacting such fee shall be forwarded to the Bureau of Motor Vehicles, the County Auditor, and the Office of the County Engineer by the Clerk of Council on or before June 30, 2003.
(b) The tax imposed by this chapter shall be paid to the Registrar of Motor Vehicles of the State of Ohio, or to a Deputy Registrar, at the time application for registration of a motor vehicle is made as provided in Ohio R.C. 4503.10.
(c) All monies derived from the tax herein levied shall be used by the City of Willoughby Hills for the purposes specified in this chapter.
