No permit for the operation of a massage establishment issued pursuant to the provisions of this Chapter shall be transferable except with the written consent of the Police Department and Building Department, respectively; provided, however, that upon the death or incapacity of the permittee, the massage establishment may continue in business for a reasonable period of time not to exceed sixty (60) days to allow for an orderly transfer of the permit.
