The appropriate officers or representatives from the Police Department and Building Department shall be authorized to make inspections of each massage establishment for the purposes of determining that the provisions of this Chapter are fully complied with. If in the opinion of the Police Department, the Building Department, or their authorized representatives, there is probable cause to enter a massage establishment for the purpose of making inspections and examinations pursuant to this Chapter, he or she shall request the owner or occupant thereof to grant permission for such entry. If refused, he or she shall inform the Building Department, which shall make application to a Municipal Court for a search warrant showing the judge why the search warrant should be issued for the purposes and requirements set forth in this Chapter.
