(a) Business Permit Required. No person shall engage in, conduct, or carry on or permit to be engaged in, conducted or carried on, the business of a massage establishment without first having obtained a valid massage establishment permit from the City of Willoughby Hills pursuant to the provisions of this Chapter for each and every separate office or place of business conducted by such person.
