715.05 ANNUAL BUSINESS LICENSE; FEE; PENALTY FOR NONRENEWAL; NEW LICENSES.
   (a)    Each alarm business license issued pursuant to this chapter shall expire on
February 1 of each year. Application for renewal of alarm business licenses shall be made to the Chief of Police between January 1 and January 31 of each year.
 
   (b)    An alarm business license renewal shall be issued upon the processing and approval of the application and upon payment of a license fee to cover administrative and inspection costs in the amount of one hundred dollars ($100.00).
   (c)    A penalty fee of fifty dollars ($50.00) shall be paid in addition to the aforementioned license renewal fee by any alarm business that failed to apply for renewal of its alarm business license between January 1 and January 31.
 
   (d)    All fees shall accompany the application, be made payable to the City of Willoughby Hills, and shall not be refundable.
 
   (e)    A complete list of the names and addresses of all persons in the City to whom or for whom alarm systems have been sold and/or installed and who are currently under contract to the alarm business for services shall accompany the application for renewal. It shall be kept current by resubmitting a complete revised list on a monthly basis should changes occur.
   (f)    New alarm licenses shall be applied for in the same manner as alarm business
license renewals, and shall be in effect from the time they are issued until February 1 of each year. New business license fees shall not be prorated and shall be in the amount of one hundred dollars ($100.00).
