(a) There is hereby created a fund to be known as the Law Enforcement Trust Fund. All funds forfeited to the Law Enforcement Trust Fund by any Court or the United States Marshal shall be paid into such separate fund.
(b) Expenditures from such Fund shall be made at the written direction of the Chief of Police for purposes authorized pursuant to a written internal control policy adopted by Council.
