151.02 RECREATION OPERATING FUND.
   (a)   There is hereby created a special fund to be known as the Recreation Operating Fund. Council is authorized to appropriate funds for all lawful and proper activities of the Recreation Commission and for all lawful and proper City recreation expenditures.
   (b)   The Director of Finance shall make payments from such fund upon the presentation of vouchers or orders therefor by proper City officials; provided that no single disbursement in excess of three thousand five hundred dollars ($3500) shall be paid from such fund without the prior approval of a majority of the members of Council.

   (c)   The Director is hereby authorized to make transfers from the Recreation Operating Fund to the Park Maintenance Fund or the Recreation Development Fund with the prior approval of the Recreation Commission.

   (d)   The Director is hereby authorized and directed to make application to the Ohio Bureau of Public Inspection for approval of the creation of the Recreation Operating Fund.
