Subject to the conditions set forth in this chapter, the public officials or public employees referred to in Section 111.01 shall be entitled to be represented by the City Law Department, and in the event that it is determined that a conflict of interest would exist in the representation of the public official or public employee by the City Law Department then the public official or public employee is entitled to be represented by counsel of his choice, provided, that such counsel is approved by the City Council to be employed at a rate comparable to the rate of compensation paid to the City Law Director for similar or equivalent work.
