1367.13 ON-GOING INSPECTIONS.
   (a)   The owner shall inspect SCMs regularly as described in the Inspection and Maintenance Plan and Inspection and Maintenance Agreement. The City of Willoughby Hills has the authority to enter upon the property to conduct inspections as necessary, with prior notification of the property owner, to verify that the SCMs are being maintained and operated in accordance with this regulation. Upon finding a malfunction or other need for maintenance or repair, the City of Willoughby Hills shall provide written notification to the responsible party, as detailed in the Inspection and Maintenance Agreement, of the need for maintenance. Upon notification, the responsible party shall have ten (10) working days, or other mutually agreed upon time, to makes repairs or submit a plan with detailed action items and established timelines. Should repairs not be made within this time, or a plan approved by the City Engineer for these repairs not in place, the City of Willoughby Hills may undertake the necessary repairs and assess the responsible party.
   (b)   At least one (1) inspection with a written inspection report shall be performed each year for all required SCMs, whether installed before or after adoption of this code. Inspections shall be performed by qualified personnel according to standards acceptable to the City Engineer. The written report shall be submitted to the City Engineer by May 1st of each and every year after the SCM is installed unless otherwise approved by the City Engineer in an Inspection and Maintenance Plan & Agreement.
