In addition to the requirements of this chapter or any ordinance adopted by the City, wherever the plot plan filed under Section 1365.01 fails to indicate a method of positive draining of surface water from the lot, the City Engineer shall notify the applicant of such failure and the applicant shall be required to correct such deficiency before resubmission for approval.
