The owner of any multiple dwelling which contains more than 400 dwelling units and which provides a private parking lot for use by the tenants thereof shall provide at least one private policeman to patrol such multiple dwelling and parking lot between the hours of 8:00 p.m. and 4:00 a.m. each day.
