The Building Inspector shall issue an occupancy license for the occupancy of the multiple dwelling for which a license is desired which has been found, after a thorough inspection, to comply in all respects to the provisions of this chapter and rules and regulations prescribed pursuant thereto and of all laws, ordinances, rules and regulations applicable to such building and the use for which it is intended.
