The Building Inspector and/or his duly authorized representative shall have the right and are hereby authorized and directed to enter and examine, at all reasonable times, any multiple dwelling and the grounds appurtenant thereto upon the presentation of proper credentials. No person shall refuse admittance to the officials or cause to be refused to such officials admittance to such multiple dwelling and the performance of their duties as herein provided.
