The Building Inspector may prescribe rules and regulations in order to give better effect to the provisions and standards of this chapter. Such rules and regulations shall be posted for fifteen days in a conspicuous place in the City Hall and shall be effective upon the expiration of such period. The certificate of the Building Inspector that rules and regulations have been so posted shall be conclusive.
