All electrical, plumbing, heating, cooling, lighting, ventilating, elevator, fire protection and safety devices, facilities and standards, other building and construction standards and maintenance standards applicable to a multiple dwelling at the time it was constructed or made applicable to existing structures by virtue of the Ohio Building Code, rules and regulations issued pursuant thereto, this Part Thirteen - Building Code, rules and regulations issued pursuant thereto, and other State laws and City ordinances shall be maintained at all times. All electrical, plumbing, heating, cooling, lighting, ventilating, elevator, fire protection and safety devices, facilities and standards, other building and construction standards and maintenance standards provided by the application, plans and specifications approved by the Building Inspector, pursuant to and in compliance with any zoning ordinance of the City applicable to a multiple dwelling, shall be maintained at all times. Further, without restricting or limiting the applicability of any of the aforesaid requirements, every multiple dwelling and the grounds appurtenant thereto shall be maintained at all times in a safe and sanitary condition.
