1335.03 HEARING AND DETERMINING APPEALS.
   The Board of Building and Zoning Appeals is authorized to hear and determine an appeal from any decision of the Inspector of Buildings in refusing a permit for moving a building and to reverse, modify or affirm such decision. Where the ground for refusal of a permit was the age of the building, greater than ten years, the Board is authorized to direct the issuance of a moving permit for such building when it finds that the building is equal to or better than the standards of neighboring property in the City and that a strict application of the rule as to age results in practical difficulty or unnecessary hardships and a tax revenue loss equal to that provided by neighboring buildings. The fee paid for any moving permit shall not include fees as set forth in Chapter 1331 for construction or alterations.
