Whoever violates any provision of this chapter or makes or maintains a tap-in or connection to a public water main within the City without first obtaining the necessary permits therefor and paying the charges therefor shall be fined not more than three hundred dollars ($300.00). A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
